What defines/determines a god roll?
What stats and etc...?

A god roll means the weapon has the best parts to do what it's mean to do. Normally it's the combination which gives the highest DPS, but may also involve things like the most pellets (for triggering effects), the right element, and other factors.

Generally, for a weapon, you're aiming for the parts that gives you the maximum damage, but depending on the weapon, having extra projectiles might be better. Honestly in this game, what constitutes a God Roll is a bit subjective and really depends on what you are looking for and what you would consider the best variant for your build.

On class mods or artifacts - every roll is exactly what you want.
On weapons it's the maximum base damage, with beneficial stat boosting parts (reload speed over accuracy bloom) and all accessories. The only exception to having all accessories is the Maliwan blasters, where you don't want to roll with the barrel accessory that lowers your base damage.

So say I'm doing melee Amara, a god roll class mod for me would be melee, splash and action skill damage passives, and the artifact with double melee roll and area of effect damage.

Thanks for the info everyone. As an further example, weapon damage on an SMG. Whats the max it can go for the +weapon damage

Just check the legendary sheet on google and look for guns with the highest pellet counts

It's on a weapon by weapon basis, if you are looking to farm a particular weapon, I suggest looking it up on lootlemon.com, it'll show you what parts can vary on a weapon and what the different parts do, you can then compare with the parts you get on the weapon in game to see if it matches what you want. Eventually you will know what the different parts look like so you'll know if you got good parts just by looking at a weapon.
