Only if they are set up that way. This isn't that type of bundle, it's all or nothing.
Steam generally allows purchasing of different editions if one has extra content. Not sure why it doesn't allow you in this case. It's best to contact Steam support and 2k as well, just to see what the other support says about that.
The Ultimate Edition includes all the stuff you get in the Super Deluxe plus the season pass 2 and the Golden Weapons skins pack which was a preorder pack.
