Well, that's not entirely true ... there is ONE character from BL:TPS who does show up, briefly.
All that said, "Story" isn't really the strong point of BL3. Some characters have new voice actors, and the entire game has new writers. So.... some older stuff gets ret-coned.
The game-play is great, but the story ... well, don't go in with high expectations.
Aurelia shows up on Eden-6, she's one of the Vault Hunters from BL:TPS.
So not the first Borderlands, but the first Tales from the Borderlands.
Not from The Pre Sequel, but appear in both BL3 and TPS

Sorry I should have clarified you had it right since I posted right after you. I was referring to other responses.
But for the OP, since you haven't played BL3 be prepared to a drastic shift from what 1, 2, and TPS built up. Still good gameplay.
(have your mute button or such handy. If you need it, you'll understand. If not, well have fun either way).
