Report a translation problem
Just go to NexusMods[www.nexusmods.com], and download a level1 character savefile, and use that to get the Lost Loot for level 1.
Personally, since I like to mod items in BL3, I have not cared for the Lost Loot machine, since it gives me loot that I already ignored instead of collecting.
Also, thank you for pointing out the dependency between character level and the Lost Loot machine. I'll keep it in mind for the future (I currently play only Amara).

i figured it must be some sort of modder thing, like using a mod to have a level 1 character in sanctuary because it seems to be impossible in normalized gameplay without hacking(modding)
not really sure why one would even want a level 1 revolter to begin with anyway? to twink out future characters? do you really need to twink yourself out with a level 1 legendary? you're gonna outlevel it really quick, or is there something i'm missing here that's whooshing right over my head? some game mechanic ir a niche buikd that relies on this?
edit : side note. i recently discovered that the vault cards are shared between characters and it almost seems like one should redeem the shlooter artifact with a level 1 character so that the artifact pops out at level 1 and anyone can equip it at any level, but then yeah, you still have to play through the story to unlock the artifact slot, but if you're hacking the game anyway. . .
I acquired the shlooter by modding the savefile. It works easily even with low level characters, but it's not very randomized (I get same or similar types of guns at lower levels; I found a lot more unique stuff on LootLemon site though), nor does it give many anointed items at lower levels. Cool way to acquire Legendaries and Rare stuff though, at the cost of Eridium (which is easy to get by modding; yeah, it's cheating, but I play this game for larks anyway, and I don't think I'll ever complete this game, LOL).
i was only in here because i'm wondering what is the reason to want to have level 1 version of the revolter or any other legendary?
My current Amara character is at low levels (level 21) but I got the Eridian Fabricator around 10 levels earlier, by modding my savefile and getting the Eridian Fabricator code from LootLemon site. The reason? Rather than wasting many hours hunting for nice Legendaries or Rare items, I can repeatedly use the Eridian Fabricator to get a lot of them in short time, and then sell most of them and only keep the ones whose special effects or stats I really liked (after playtesting).
Sure, those new items would be low level, but the big advantage of savefile modding, is that I can later (after exiting the game) use the BL3 Save Editor to sync all the equipped and inventory items to my current character level, so those fave items never become obsolete.
The game gives a lot of Legendaries anyway (game is clearly aimed at newbies to Borderlands3 series, hence giving a lot of good loot with ease), but what i found is that there are certain types or patterns of behavior for the items, so by playtesting I'm figuring out what parts induce what augments and effects. This help me to mod and create really whacky and OP stuff that are just a hoot to play around with. I mod more than I play, LOL, but it is maybe fatigue from years of BL1 & BL2 -- BL3 has uninteresting storyline and annoying characters anyway, so I just stick to improving my gameplay experience for the few hours I get to play.
One thing I didn't like about the Borderlands3 series is that there's a lot of emptiness in the games between enemy camps/hotspots, forcing the player to waste a lot of time simply running or driving (driving itself has been made uninteresting, and the vehicles are OP too), so modding is more fun for me.
There is a specifik set for moze where you need a legendary shield (dont know the name anymore) works better if that shield is a lower lvl. Since the trick only work when the shield is getting full, the lower the lvl so lower the shield hp. In that case it means it will overload more then once and will do a ton of damage anytime its overload
sadly i dont know the name anymore :/ my whole progress and chars are gone. It was one trinket from moze that gives shield heal with damage and puts a little electro thingi on the ground (with that ground stomb attack). The shield does a kind of frostnova when fully charged. Dont know if it was a bug but, the heal from thr trinket was so high that a little shield would overload a couple of times and trigger everytime the nova together with that electro thingi.

i meant the revolter shield, i did research apparently, people like it for that shock enraged effect when it breaks.
so i understand now why someone wants a low level version, is so it breaks more often and then recharges sooner.
but still, some characters can activate the effect with their action skill,
of which i just found out that it's an annointment that the shield spawns with, so i was confused, it's not character specific, but rather it's better with characters who can activate their action skill more frequently.
Moze seems like it would be super annoying with it because of the getting in and out animation with iron bear. . .
