*Sigh* Borderlands has fixed level zone until you turn on Mayhem mode, or start TVHM both of which are unlocked after the main story. In other words until you complete the main story enemies will have their level max out at a set value based on the zone, and main quest you are on. This is supposed to keep you around level 30 by the end game, but it doesn't really work too well. As part of that Quests, and enemies below your level drop lesser rewards including XP. Even if you can get higher good luck breaking this barrier for equipment.
If you already hit level 30 basically yes... also yes this is a weird set up
How they chose to set up the game.
If you struggle at an point due to being under equipped try a DLC they tend to have better scaling/loot, but you still won't get to a really high level till mayhem/TVHM.
Here is what I recommend if you have everything. Try to beat the main game first, and if you hit a wall play a DLC until you get something overpowered. Once you have done that turn on a low mayhem level then play the dlcs, or start TVHM to get to max level. Once you have hit max level turn mayhem to 10, or 11 then do a few rounds of Arms Race. Once you have some nice loot go back to the rest of the game, and play as you like.
