How to turn level scaling up only?

When I started the game it gave me 2 options. 1 option: Classic borderlands experience or Every player has own loot.

option 2: Levelscaling on enemies off, on or up only scaling.

People seem to confuse these separate options.

I want to know how do I enable levelscaling up only so it level scales enemies only up or leave the level be?

Beat Tyreen with a save file.
After the credit you will *only for that save file* have a "new game plus: mode" called TVHM on the main menu as the start/continue tabs.
With this you stat a parallel game session with the same vault hunter from the start of the story but everything scales to the players level. And you start with all your equipment, Levels and skills as they were.

You toggle "normal" and you will go back to the original progress on the file.

You wont loose anything starting TVHM... is all I'm saying so try it.
