If you want to level up fast with high chances for Legendary loot (well it happened for me anyway), then start the Moxxi's heist at level 13. You should come out being level 25 or somewhere around there.
But note that when you enter the main quest line, then enemies will be scaled up to your level.
The best gear you'll drop will be in mayhem 10, so if you do that at the end of your 2nd playthrough your char level will be near the (actual) max cap.
And you will be able to dop very interesting stuff, particularly in DLCs wich have imo the best stuff, and so for the missions rewards, now you can get them in the crazy earl machine but its better i think to have maxed your char when you do side missions, because missions rewards become rapidly useless beside that

Another reason is the fact that some DLC like the jackpot one are pretty boring past the half of its story (maybe before that), and for guns & love, the story is nice but missions are pretty fedex like, you will have to go through the map(s) several times, i'm not sure you want to do that too much times i dunno, if you want to level up several characters you will be rapidly tired of this part.
That said, even if the main story is not a good story imo, calypso twins are really annoying and not reaching the awesome jack awsesomeness, stories are cool and the game is not so long, less than BL2, so its pretty easy to grind everything.
