DLC are level 13?
I'm level 13 now, if i skip these and i'll play at lv 30, enemys level will be 13 or 30?

The game scales enemy levels to what level you are, including (I believe) when you want to host co-op.

If you want to level up fast with high chances for Legendary loot (well it happened for me anyway), then start the Moxxi's heist at level 13. You should come out being level 25 or somewhere around there.

But note that when you enter the main quest line, then enemies will be scaled up to your level.
IMO for you 1st run and the 2nd you should focus on the story missions, to the point you unlock Mayhem mode.

The best gear you'll drop will be in mayhem 10, so if you do that at the end of your 2nd playthrough your char level will be near the (actual) max cap.

And you will be able to dop very interesting stuff, particularly in DLCs wich have imo the best stuff, and so for the missions rewards, now you can get them in the crazy earl machine but its better i think to have maxed your char when you do side missions, because missions rewards become rapidly useless beside that

Another reason is the fact that some DLC like the jackpot one are pretty boring past the half of its story (maybe before that), and for guns & love, the story is nice but missions are pretty fedex like, you will have to go through the map(s) several times, i'm not sure you want to do that too much times i dunno, if you want to level up several characters you will be rapidly tired of this part.

That said, even if the main story is not a good story imo, calypso twins are really annoying and not reaching the awesome jack awsesomeness, stories are cool and the game is not so long, less than BL2, so its pretty easy to grind everything.

I played Bounty of Blood early and while the DLC itself was actually pretty cool and the overall content does scale to your level, the trove of weapons you get at the end doesn't scale to your current level. I ended the DLC at level 28 and the end loot was all 18 (which was my "main quest" level). Although right now there is an obnoxious number of loot enemies around in the main game that will drown you in more orange weapons than you can shake a stick at.
