rowan's call/lucian's call in diamond chest?

You mean the diamond chest from the diamond loot room ? From what I understand, this chest will always give you an item from the current black market rotation.

Oh yes, they are fairly common world drops so I don't see a reason why they couldn't appear in the diamond armory.

Get those all the damn time from 'Loot-o-grams' when you turn them in to Crazy Earl. Get like... five or ten and chances are you will get a few Legendaries from it, which includes Lucian's and Rowan's Call.

Crazy Earl drops the Lucian's call and the Butcher all the time with Loot-o-grams. I guess he can drop the Rowan's call aswell since it's a world drop but it's way rarer since it's not a dedicated drop from Crazy Earl.
