Whatever edition you buy on whatever digital storefront, will only have whatever DLCs included in it. You cannot expect DLCs on Epic to be available on Steam, or vice versa, even though you connected your Shift account to both platforms.
SHIFT is for in-game rewards, and golden keys via SHIFT codes. So if you won a DLC gun in Epic in a DLC, as a SHIFT reward, you won't find that gun on Steam as your game edition on Steam is missing that DLC.
Crossplay is for players to play across platforms, provided they have same content (incl. DLCs). If a host jumps into a DLC land/quest, and if the guest doesn't have that DLC, then the guest will be disconnected from the host's session.
