sometimes joey ultraviolet gets perma immune because tyrone smallums wont change. this glitch has happened like 5 times to me.

Depends. In my experience sometimes fast traveling to the start of the map overcomes the problem, sometimes it doesn't. If you fast travel to the map start you don't have to get the mask again so just drop down and IIRC Joey has his two protectors again at full health.
Whenever I see that Tyrone Smallums I am very careful to hold back on the damage dealt around the time of transformation. Not sure but I suspect killing him slowly reduces the chance of a glitch.
