Differences in PC and Console?
Borderlands 2 PC has certain physics that the console to not have like cloth movement and liquid so is there anything like that in Borderland 3 or are they the exact same?

Here is an example, the PC has additional scrap on the ground after firing the large cannon and wavy cloth.

Well a if you have a good enough pc you can run game at higher resolution and get higher fps than a console. Which consoles are cap to 60 fps compared to pc, I could run this game over 100 fps.
That was back in the days, OP, and BTW, was also a difference between *Windows* PC version and *Linux* PC version.
It was called physics and is largely obsolete now ...

But, true, when I switched to Linux, I was also shocked how different it was ....
They use different game engines. BL1 and BL2 were made with old Unreal Engine 3, while the BL3 uses the current UE4. Epic has made Unreal to be much more flexible regarding platforms, it's now easier to develop it once and package that for different platforms (that's what they do with Fortnite). No need or reason to use platform specific stuff on games.
