Yes. You have a personal vault that is unlocked early in the story.

You can share weapons from character to character, when you arrive at Sanctuary you unlock the safe, everything you keep in the safe can be used by your characters, obviously your other characters have to advance in the story and have reached Sanctuary.

Yeah, in this game there's one bank that's shared between all characters.

There's also pretty much zero point in keeping anything that's below about level 11 or so.
