Edit:i have run the built in benchmark on dx 12 everthing on ultra (volumetric fog is at medium)
FramesPerSecondAvg: 95.87
- FrameTimeMsAvg: 10.43
while running ive got maybe 3 pretty litlle stutters for a split second (felt like is was skipping a frame)
try lowering other options tho, like anitropic filtering, draw distance, clutter and turning off motion blur.
I suspect that the game also downloads high res assets while the game is running. Lots of games do this so that you can start playing ASAP. The first few hours of the game/new dlc will often run much worse than after everything is downloaded.
PS “high memory usage” isn’t a thing (worth worrying about). The game can and will use as much memory as available. This is totally unremarkable. The more of the game that can fit in memory, the better it will run compared to virtual ram/loading from HDD.

For some reason after every restart the fps cap goes back to 72 (steady 72 preset, but from what i have observed it does not affeect the performance even if i change it to unlimited and my own fps cap is disabled)
Edit: I just saw the file says fps cap is unlimited even if the games says in the options steady 72 fps?Now im confused.....
Happnes also on lower settings like medium btw i recently played the RE 3 remake and it had also frametime hickups at always the same places its was always reproducuable at the EXACT same spot. im guessing the game was loading new assets or loading new areas and that caused the hickups.
I also watched some videos and it also happens on other cards like an 2060/2070 super or 5600/5700 xt.
I have already tried the notexurestreeaming command line and it only caused way more noticable stuttering (game used like almost 8 gb vram)both in dx 11 and 12 on the other hand im currently using the useallcore command line and that seems to help
Absent well designed experimental evidence, I think the more likely explanation is that you haven’t changed anything at all. The illusion of control/insight/ini-fu is a powerful force.
Every notch of min-specs for this game is worth millions in potential sales. Engineers have spent thousands of hours working on this game, but yeah, maybe someone has figured out a non-trivial gain with 10 seconds of copy/paste. WHO KNOWS?!?
So little update:
I changed TextureStreamingPoolSizeMBOverride=-1 from -1 to 1 (in the Gameusersettings in the folder Windowsnoeditor) and after testing it for like 15 min it was a lot smoother and i encountered no mayor hickups while using dx 12. Got some slight hickups after traverling to sancturay and start to walk but after a short time they were also gone.
Results from the ingame benchmark:
- FramesPerSecondAvg: 100.39
- FrameTimeMsAvg: 9.96
i used the same settings as before and for some reason i got like +5 fps and litlle better avg frametime.
But what i also observed is that if you look at posters or letters they are blurry until you get really close with the player character (even if you look a through a sniper scope from a few feet they stay blurry)
What exactly do you think the fix would be? You’re trading quality for performance.
Right, but you seem think there is a magic setting that improves quality and has zero trade offs. You’re acting like there is some secret optimization that will effortlessly unlock gigabytes of data from being processed.
If you turn down texture quality, you will get better performance. That’s all the OP did.
As far as how the game is “supposed” to run, it seems to me that the OP has all ultra settings on a middle of the road rig and you’re trying to blame performance issues on dev laziness or lack of insight.

2. Scroll down to: TextureStreamingPoolSizeMBOverride=-1
3. Remove the - sign, so it says this: TextureStreamingPoolSizeMBOverride=1
4. Boom. Restart the game and you're golden.
Rest of the story:
I read about this on another forum, I had what sounds like exactly the same trouble, and while it did seem to be affected by things like resolution and various video quality settings, it wasn't an intuitive relationship (ie turning things DOWN didn't prevent the stutter in every case, and sometimes made it worse).
Now I should also point out that I am playing the game via Proton on Linux using some other fixes, but those shouldn't have anything to do with the stutter.
After making the above change, it does change how textures are loaded in a little bit, but it's incredibly smooth on my machine, and I was able to crank up ALL of the graphics settings on my rather modest machine to HIGH. Specs don't matter, my computer is probably crappier than yours. Anyway, I get 60FPS in almost every situation, only dropping to 50 or so in busier scenes.
I don't remember the original source of my fixes, but if you search for TextureStreamingPoolSizeMBOverride=1 on the 'ole WWW, you might find where I found it. I wish I could give credit where it's due, but you know how the Interwebz works.
