Nope. You either experiment with it or look it up. In this case, the wiki says "Fresh meat! – Reduced pellet count. Increased fire rate. Has a chance to refill the magazine by a random amount when fired."

It's normal, that's the butcher's special effect that has a chance to refill ammo inside the magazine when shooting.

For what it's worth the flavour text is a reference to a demon character from the game series Diablo.
The character is called "The Butcher" and says the line "Fresh Meat"
