They do go on sale, and in general this is the better sales-strategy. For those that both together would be too much this is a nice hook of "and later the DLC will be on sale", and for those that just want it now they will pay more.

Of course i would always recommend waiting for decent sales and getting every part when it is good, or now getting Pandoras when on sale cause that in general has good pricing.
(i was about to get that cause yesterday it was just 5€ for me.. but now at 15€ for the one tales-game that is decent... nah).

Not all the time. So just get the base game for now and when Season Pass 1 is on sale and Season Pass 2 is on a very good sale, get them then.

Just wait for a major sale and buy the Ultimate edition. Much cheaper than buying the DLC separately even with all the junk cosmetic DLC included in the Ultimate edition.
