Anyway I would assume that Slag is a technology tied closely to Hyperion, and since Hyperion has fallen from grace, other companies are unable to replicate it in it's original useful form and thus have abandoned the concept.
Other justification can be that all of the companies have developed new technologies with their new weapons which are no longer compatible with slag.
Kinda similar thing why atlas is not in BL2; yes they might be reasons for Atlas weapons to be still around even after the fall of the company, but other manufacturers just produce better, more up-to-date weapons, therefore Atlas (and Slag) have gone in the meanitime.
It was an incredibly annoying game mechanic to have to apply and reapply and apply again this slag to deal any real damage

In no way should it be mandatory for normal trash mobs, but for bosses it should be helpful - maybe something like a long duration (15 s) and stacking bonus damage up to say 200% (each proc giving like 20% and refreshuing the duration).
But as already said - no explanation given.
Also Eridium is still mined as it does seem to have several uses. (Which makes it all the more strange that in a place where you see eridium being refined for its use there are still large natural junks of it around)
It was considered by many people a crappy mechanic and honestly for the best it was removed, forcing people to use something is just bad game design. Even if they didn't make it as OP it would still likely have become a thing that would be in everyones loadout.
You do realise there are more option than "it is OP and mandatory" and "remove it" - like for example the thing i suggested and thousands of other solutions?
Or do you also not want a house cause either it has to be 0°Kelvin or hotter than the core of the sun cause no in-between is acceptible?
Do we really need another element at that point?
Slag mechanic was just debuffing ennemies so they took more damage. Making it mandatory to fight in higher difficulty levels, hence why most people are pretty happy it was removed alltogether.
In its place we got radiation and the return of cryo, I think we got the better end of the deal.
Back on OP question about Borderlands canon: LOL like canon and Borderlands could be in the same sentence without being a joke.
