If you want the game on Steam, then buy it on Steam.
but the answer is yes.
Then the answer is "Yes", but you shouldnt since it will leave some left over files that are not used by steam.
Either way, if you wanna do it the process is simple.
1 - Finish any download on steam you have pending.
2 - Start Downloading Borderlands 3 on Steam (give it at least 30 seconds), then pause download and shutdown steam.
3 - copy files from your "Epic" Borderlands 3 Installation (Except the ".egstore" directory, steam doesnt use it), to your steam instalation files "...\Steam\SteamApps\Common\Borderlands 3\" (Overwrite files if needed)
4 - delete the contents of the directory inside steam where he has temporary files "\Steam\SteamApps\downloading"
- The step 4 shouldn't be needed, but just in case go for it.
5 - restart steam and it will verify your files and download the ones that are different or missing.
If you want to risk transferring base game files to avoid having to download, that is a risk you take. But Steam is not going to recognize your Epic game key.
