I don't think anything spawns in the DLCs.
i just did the jackpot DLC with that event (but without talking to maurice) to increase the density of mobs since they spawn a lot.
Just try to disable the event and play it a bit to make a save. And the reactivate it. (sometimes the game can be weird)
I'll try that. I'd already started the "Love & Tentacles" expansion and was partway through by the time I turned on the Halloween event, so maybe starting the Bounty of Blood expansion with an event already on is what buggered it.

They definitely DO spawn in Handsome Jackpot, from multiple different enemy types, I have seen multiple spawns within one single location
I didn't manage to get them to spawn in any other major DLC, even though I tried multiple different enemy types and locations, even the same enemies that spawn them in different locations don't spawn them in DLC locations, with exception to Handsome Jackpot, as mentioned above.
Cartel members also don't seem to spawn in locations related to Mysteriouslier missions (probably because it's DLC). They also do not spawn in locations there are no enemies that could spawn them, like Vaults, or boss-specific locations. And basically no event works in first two locations on Pandora, therefore they can't spawn there.
They however CAN spawn in takedowns and trials, provided there are enemies that can spawn them. They also can spawn in arenas.
Basically it seems that if the Cartel event was added before some content existed, that content cannot spawn Cartel Thugs, as they didn't add the spawns to "new" content.
It only mentioned the Fustercluck as being an area where they never show, and since that's the last DLC expansion, I'd assumed it was at least up-to-date as far as that release.
