I dont mean to be the bearer of unwanted news but a PC like that isnt a gift, its a hand me down.
Honestly amazed bl3 even works at all. That cpy was new in 2013. May not seem that long ago but picture it in dog years, makes more sense to explain it that way.
Your probably stressing the system too much and the buzzing most likely is your fans inside the machine running at maximum rpm to keep thermals down.
Reduce all the graphical settings to their lowest levels. And perhaps even lower resolution to 720p. See if that lessens or stops the noise.
Does sound somewhat like the coil on the gfx card protesting like hell!
I recommend tuning settings then. Turn things off, on, lower settings, etc. find the balance that either completely solves the issues or at least partially.

I got a gtx-970 and a fx-8350 but i get a lot of fps drops too even on lowest setting and even with lower resolution. But i am not the only one with those problems
I still don't know why on earth Gearbox / Steam doesn't pre-install those prequisites the first time you launch the game, but whatever...
