Usually the U4 engine is pretty good with high specs.
Maybe set vulumetric fog effect to medium and screen space reflections to high.
My laptop ( current i7 with 2070 max p) can run the game at 70-90fps on silent mode with everything ultra except those 2 settings. If your PC is not beating this than there must be an issue with your hardware or drivers.

This. Game runs absolutely fine on my rig. Temps are under 50c and i always have 140+fps ingame..
