The majority of stuttering on hardware specs above what is needed for the game to run properly is usually due to the poorly done texture streaming the game uses by default. Be aware this will increase load times though as it will no longer load in assets on the fly anymore and do them all during loading times.
Or just watch the intro cutscene on YouTube and skip them in-game.
The reason it seemingly fixes the stuttering issues, is because it forces the game to preload the textures and some assets into the VRAM and RAM, so the game runs & plays more smoothly. But this will obviously work well only if your PC has good VRAM (ideally 8+ GB) and RAM (ideally 32+ GB) and decent GPU & CPU.
For those with older PCs, you can see if adding this launch parameter helps the game to run more smoothly, but I wouldn't expect it to do so, as it requires a lot of in-memory usage, so you may be better off skipping this parameter altogether. Adding a faster new SSD and more RAM may help for older PCs for better game performance.
