What are the full specs of your PC? (CPU, Video card, RAM, etc.)
Did you change anything recently?
System modified by anything (overlocking, etc.)
Any additional programs running in the background (besides a single virus scan)
Checked updates (OS, Video Card drivers, etc.)?
have you tried setting the install folder to exclusions/exception in your Antivirus?
Looks like you might need to open CMD as admin,
type
sfc /scannow
let it run and see if there are any missing components of windows missing, check your own control panel, programs and features too,
Restart PC when it's complete and try again
You should also look for App data, %localappdata% in the start menu, and ensure no 2K, borderlands 3, etc. Backup your "documents' folder for this game, :/
i played the game over 100 hours, no problems, made a break and now tried again and i got that error too, verifying doenst help, at the moment i try reinstalling but looking at this i dont have much hope and the only thing that changed for me is that i updated the nvidia grafic treibers... :(
And i'm playing or better played it with a nvidia geforce GTX 1070 Version 31.0.15.4734 (thats the 537.34 one of the drivers updates)

Delete all the files in this folder ending with .ushaderprecache
Easily reached by going start menu, %localappdata% and press enter
otherwise, I'm going to recommend system paging file fix,
Sysdm.cpl in the start menu - advanced, performance, advanced, paging file, and ensure it's not 'automatically' controlled by windows,
Watch a youtube on it,
you can also google 'msi mode v3 for gaming' unlock our GPU's true potential :)
And what i dont get is..why have i to try to get a game running that worked just fine... - i hate that the most. the more i have to spend time to try to fix it and i does still not work - ps 10 hours for reinstalling...not everyone has a good connection (wished they would improve that here but well thats another topic)
