ok, let me ask you a question, if BL4 didn't have a bazillion guns, and instead had however many cyber punk 2077 has, like 100 to 200? would you play it?
i would buy it, just so i could take a literal crap on the game disc, and then i'd fling it into the abyss so it's never seen again
To be fair, 99.999999% of those bazillion guns will never be used as they're worthless junk.

i'm a hardcore collector, and let me explain why all that junk makes the game better (from a collector's pov), let's say we shaved off every gun that was junk, and had 300 awesome guns instead, from a collector's pov, owning a gun that had a drop rate of 1 in 300, well, that's just ok
but owning a beautiful gun that had a drop rate of 1 in a bazillion, well, it makes me weak in the knees, it's THE reason it's my favorite game of all time, because it satisfies the collector in me like no other game has
Yeah. Too high drop frequency for the loot and too high rate of legendaries in the loot. But this is like completely other thing. There is a problem with the way the game handles it's loot pool while the loot pool itself is probably okay...
Lessen the frequency of items dropping, especially legendaries? Yes please.
Reduce the loot pool by removing some items from the game completely? Hell no!
"The garbage" is the relative term. The only way the new item could be the garbage for you is if you already have the better one. Or if it just doesn't fit your build or playstyle, but you know, other players may like what you dislike...
I liked the way The Division 2 did it. As you got higher in level, only higher rarity loot would spawn, making most of it useful and worth considering.
i'm different, for me, the white/blue/green were the main drops i paid attention to
my goal was to collect various pistols in their most basic form, that is, no attachments whatsoever, no element, iron sites, and with my preferred gun parts, those were insanely rare, and i managed to get 1 out of the 3 dahl pistols in that form, but my holy trinity was to get all 3 of them, but even one was a miracle
i'm talking absolutely zero attachments, nothing sticking out the sides, no extended mag, just a super clean pistol
and then they increased the level cap and killed my already weak guns

They don't bother me, but it makes me wonder how Gearbox could have improved the way drops work. Pointing to the way Division 2 does it, as no one will choose gear or blue over purple for any reason other than challenge.
i just wrote a reason why people choose white/blue/green
it's not just for the challenge (although that's fun too), but the barebones guns will be white/green, and they're the most beautiful version of some guns
Function over form, honestly.
function over form matters to me in pvp, then it matters to me more than anything else
but that's not the case in borderlands, for me anyway, i use legendaries and strong builds, so as to most efficiently farm for the white/green guns i'm chasing
When it comes to RNG loot, I always go for what works instead of what looks pretty. If I can't make use of it, it's going to Marcus, or off a cliff.
