I don't find Mayhem fun at all. I threw all my Mayhem gear away and stuck to non-mayhem.
to put a long detailed description short. your gear has to synergize with your skills, class mod, weapons and artefact
She's definitely the weakest. Used to be strong til they "nerfed" some of her interactions. Zane has pretty much taken her place because he can do these things now.

A little proof.
I'm a bit rusty because I didn't play in a while. But even if you're playing badly, you can melt everything as you can see in the video.
It just takes a little time to get the gear but I don't think you really need more time than with other characters to get there.
It's TVHM Mayhem 11, first part of the raid (did solo the whole thing several times in the past with her).

Also, you always need some specific gear with every character to be strong at those difficulty levels. Specific in the sense that things have to work together (synergies). Otherwise, you'll be weak with whomever. But that doesn't mean that you can't use different weapons or so. I can use a few different weapons with Amara and she's still strong.
You need to have all legendaries for those higher difficulties. But you'll also be showered by them after some point.
I honestly have no clue how you avoid a legendary-geared out character after level 60 but, if you did, that's amazingly bad luck mixed with what I can assume must have been zero Vendor machine farming.
Get the skill that heals you for the elemental damage done.
Only need one or more points in it as long as you are doing a ton of elemental damage.
Use the F Skill augment that confuses enemies and the other that hits a couple of them.
Get high fire rate Maliwan weapons.
Put on artifacts and augments that lower cooldowns on your f skill and shield recharge- doesn't matter if these are purple. Decreasing charge time and increasing Maliwan magazine size are also stats that are helpful.
Amara isn't a tank, she's friggin Jackson Pollock. Get to painting.
