its called ultimate edition for a reason. if you scroll down on the store page its in the description. Borderlands 3 Ultimate Edition is the quintessential Borderlands 3 experience, featuring the base game plus all 6 content add-ons and the full collection of bonus cosmetic packs!

They had to change the description and add an asteriks cause it does in fact Not contain all add-ons as they decided to release another one (mostly as an Add) later.

i have it right - that is the description of the Handsome-collection which is the equivalent of the ultimate edition.
Aka a direct example that no, with 2Kgames you never know how they will try to charge you more to play the full game.
