"Download Powertoys"
will find you the right site...
After installing and running, go to keyboard manager on the list on the left,
then into remap keys
then just hit the TYPE key button under PHYSICAL KEY and type the arrow keys
hit the TYPE button under MAPPED TO hit WASD keys
so it looks like this (but side by side)

Down
Left
right
MAPPED TO
W
A
S
D
Make sure the Enable keyboard manager button is on (it's slightly above the remapped keys)
then Start Borderlands 3.
I then hit the reset default keys on my key bindings (I wasn't sure how remapping the keys i had swapped would work so I took the safe option).
I remapped the keys I needed (jump to my mouse thumb button etc) but left the WASD keys for movement in the keybinding options.
When I went into the game it worked perfectly. Like it did before they removed the ability to remap the emote keys in the key binding sections.
I hope this helps - I read a few things and they all said rebind the emote keys but I couldn't figure out how. I found other remapping keys systems with scripts etc to be more complicated. This is really simple and allows for a lot of configuration of mouse etc as well.
Oh and make sure the Enable keyboard manager button is off after you stop playing.
But sad ingame is NOT possible. The game has some hardcoded buttons and no mentioning of that (or any hints when trying to double-bind).
We are PC players... We are not peasants forced to freaking hack our own computers to play a game we own.

GEARBOX have to fix this problem immediately.
but they have already shown that they do not care about the players or the game. There are many bugs that have been reported since launch that have never been fixed. And even features that originally worked that they then later broke and removed like hud-scaling.
But it still works and that helps anyone who is searching the thread for a solution :)
PS: yes, SharpKeys will bring the assigned key to windows when working/exploring/writing so it's a bummer and reboot or logoff every time i decide to play or do something else is not cool.
