Gearbox sucked at vehicle gameplay balance for both BL2 & BL3, yet making large maps for driving
Don't waste time trying to kill normal enemies with your vehicle in mayhem levels, you will just waste time, you will kill them much faster with your own character, just jump out if you must fight, kill stuff then go back in (obviously same goes for other vehicles, but at least vs those you will pack a punch with the rocket launcher from the vault card).
The vehicle HP scales with your max HP, same as Iron Bear armor does with Moze. So investing some points in guardian levels in that should help, also there are shields with % max hp, and a specific shield that doubles your HP.
For vehicle weapons just use the normal outrider with the standard missile launcher because it does 50% more dmg on a direct hit (and it can crit + splash dmg) if you really want to kill stuff with a vehicle on mayhem levels.
You do not need the vehicle to deal any damage to complete the game (main quest lines + dlcs, side quests or just strolling around and exploring / farming), you just use it to move from A to B, if you want to engage in combat en route just jump out, clear the hostiles and get back in. Many players don't even use the vehicles anymore, there are relics / weapons that enable you to move faster on feet, and you can always travel to locations you discovered so there's that too.
The difference is so brutal from normal game play while leveling to end game + Mayhem levels because you have TOO MUCH vehicle damage early on, you can kill anything with a vehicle, including badassess, minibosses, anointed enemies etc.

PS: I think there are 2 or more side quest including DLCs that requires you to run down enemies with a vehicle.
Yes there are, but again, you can lower mayhem / disable it, or equip the 1st vault card rocket launcher, use AoE weapons to soften up the enemies, then ram them, done it both ways (no mayhem, and M11, including story quests with Maya and Vaughn, as well as the side quest in Guns, tentacles etc dlc for the DJ sounds).
Am not defending GB by any means, just presenting solutions / workarounds the issue with poor vehicle scaling in mayhem levels. You must realize that at this point in the game life cycle it's very unlikely it will ever be fixed, no matter how much we complain about it since it's a minor aspect of the game.
