This is exactly right but let me rephrase it because the wording is kind of confusing. If you equip 2 action skills, one action skill is triggered by the action skill button (F by default) and the other action skill will completely replace your grenades so your grenade button (G by default) will activate you second action skill and only your second action skill. So you won't be able to throw nades at all.
You can still however access grenade throws if you spec into the skills Drone Delivery which will randomly make your drone throw a nade, Fractal Frags which will randomly make your clone throw nades, and Duct Tape Mod which will randomly throw nades out of your gun when you fire. Notice all three skills are RNG so you can't choose when to throw a nade, you just hope the skill triggers. You can still equip nades but if you don't spec into any of those 3 skills then their is no point unless you have a useful anointment on your nade as anointments can still trigger as long as the nade is equipped on your character.
