Hello!
I believe I have a fix (working on my end).
I ran into your problem after I re-specced into the digi-clone tree. In the skill tree menu, Zane's digi clone (when equipped into an action slot) would shoot out swirling geometric shapes, and with light reflected from the shapes, it was a blinding light show not unlike staring into pulsing flash light. I had a headache before finishing reassigning all the skills.
I suspected it was some performance tuning I did, because I tried digi-clone when I first played the game but didn't have this problem. To test the theory, I backed up and removed the edited GameUserSettings.ini file under Documents\My Games\Borderlands 3\Saved\Config\WindowsNoEditor,
Then I launched the game to force the file to be recreated (as if the game was first installed), and I launched the game to switch to the skill tree. The flickering was gone!
I then compared the new .ini file with the old file, and it turned out any value less than 2 for sg.ViewDistanceQuality would trigger the flickering. Having the value at 2 or 3 would fix it.
Please give it a try.
