As long as you're doing Mayhem 10, playthrough type doesn't matte as you'll still get the same loot pools and chances in either Normal or TVHM (with the exception being if you haven't completed Normal mode main story, you won't get anointed guns).
I don't think you're doing anything wrong tbh, typically guns are within the range you said. It's just the very good mayhem guns nearer the 750 mark really are rare and legendary and take a lot of farming, grinding and playing to obtain.. such is life in the Borderlands.
when you mod the correct parts it can reach 1400 atleast thats the highest i saw by now (its some exp gear i made with moxis endowment x64
