What combination of guns/items gives the highest cryo efficiency?

The Mitosis Hunter Seeker grenade has the highest cryo efficiency that I've seen so far (1600+), in combination with an Ice Breaker artifact, preferably with bonus stats to cryo damage/efficiency, should give you around 1700 cryo efficiency. It's a little bit more complicated with weapons, there's a lot of good weapons with high cryo efficiency like purple weapons/grenades, uniques and legendaries. The Frozen Heart shield for instance, its nova blast insta freeze enemies.

Based on the wording on the Ice Breaker artifact, doesn't it only give cryo efficiency to targets that are already froze?

Cryo eff is the chance to freeze, and the higher the %, the more likely they'll freeze at high health
Ice Breakers give bonus eff, and damage to any frozen enemies

Yeah it doesn't make sense because it gives bonus chance to freeze against frozen enemies. At least that's the way the item reads. It clearly says "vs frozen" then under that it lists bonus efficiency.
