I did not notice any difference in the parts or m-levels when using not-using it. Also would be pretty weird if it would.
The bug makes some enemies to drop M0 guns instead of M10 (or whatever the level one plays), but you will not get M1-M9 guns at M10 - either M10 or M0.
found out its effecting unique mission guns too, like one of my favorite pistols when I played normal mode was the Extreme Hangin Chad, and when I completed that mission in TVHM M10 mode it drops the exact same damage as the normal game mode
That might be how it's supposed to be but farming OPQs at M10 definitely gets me up to a ~5000 dmg swing where it could do anything from ~6000x2 to ~8400x2 so unless M0 can get as high as 7600x2 or M10 can get as low as 6500x2 I'm not certain that is accurate. This is after 5ish hours of dropping into the boss room, killing Josie and Frankie and then myself and starting over. I'm playing Moze with a M10 Yellowcake so it only takes me 1-3 minutes to murder them once I get it so they are the two minibosses.

That just seems like a huge difference for them to all be M10. Wish I could have used the 9200x2 dmg one before it gets nerfed but Iron bear is less than useless in mayhem so it is essentially not annointed.
*edit again: after doing the math it looks like the 9200 and 7200 have the same base damage of 3333 before the +% dmg enhancement but that just seems like a ridiculous swing for the same mayhem level.
Some guns have no variations with parts such as Hellwalker, some very low such as Krakatoa and some very high such as OPQ.
What I was saying before - I do not think the loot-buff affects which parts you will get, only the probability to drop the gun.
Edit: and yeah all guns have rather low probablity to drop with close2best parts, something like 5% by my observation (because usually dropping 20 guns is enough to see one with high stats).
Yeah, actually did the math (probably as you were typing) still annoying to farm for a gun only to get one worse than a lower mayhem one.
*Edit: probably should have done the math before asking about it but that takes more effort than just complaining on a forum.
