"HOTFIXES APPLIED"

So... I've been trying to bear with that for a pretty long time already, but getting tired.
Can someone please tell me what the trick is to get that "hotfixes applied" show up in my main menu? As in, if it's not there, is it really not applied anyway? At this point I'm lost if this is bugged (too), or does the game really fail to connect somewhere. I'm not really having trouble with shift or anything. Going to "title screen" 20 times, eventually I tend to get that sign, although it got more difficult recently. If this is bugged (too), is there a quick way to verify I actually got the hotfixes?

I suspect this is the reason why it feels my build is working differently every time I launch the game. Sometimes I have trouble killing enemies, other times they just blow up when I look at them. Not entirely sure if mayhem settings also properly kick in on game start...

Oh, just managed to get that. Took only ~7 restarts. Like, seriously, this is ridiculous.

EDIT: Lol and I'm still in the menu and the sign disappeared. OK, it's definitely bugged... Surprise surprise.

The sign has always disappeared for me after a bit. I assume that's intentional.

My problem is that it often does not appear. Makes me wonder, however, if the event would work without hotfixes, I'd assume not. And I have "Ultraviolet" on the top of this pole, just no "HOTFIXES APPLIED".
I thought getting the game on steam would mean not being a betatester, but looks like I was wrong. Half a year and they haven't fixed those things. :-/
