Anyone know how much "substantially Luck increase" is? I mean -75% HP is alot and idk if its worth with 35% res on fire, shock and corrosive on it compared to a solid Deathless.

It's an item you best use just before something dies as to not penalize yourself.

Not worth it at all. Noone knows the exact value, but luck isnt making much of a difference in this game anyway.

I meant as in, have an artifact that boosts your character and just before it dies change to the luck one if you want that something extra luck chance up. But as Tyomk said, it's not even worth it. lol
