best to join the BL3 discord or BL3 reddit discord and look for people to group with there....
there's also that one guy who periodically posts here about his "helping others / chill gaming bl3 group" see if you can reach him out.

yeah it's a hit or miss. depends on the region you've selected in matchmaking as well as the time of the day
seriously... what did you expect from playing with random people?
just get some decent items and solo the damn thing :) but seeing you didn't even unlock your SDU's you're a bit early trying to farm end game aren't you?
I haven't really played Bl3 in public mode, the only times I did the first person to enter was obviously using cheats (immortal and/or all of Fl4k's pets active at the same time, etc.) or they went about accepting every side quest without hassitation/communication. (I like to save them as "new" content for the next playthrough and only do SQs when I'm heavily under leveled for main.)
But I played around 60% of my time in BL2 and BLTPS in public and it was generally fine. There were a few ingame cheaters but most of the times it was just people with cheated gear from Gibbed, which wasn't actually that bad gameplay wise (their cheated gear balanced out against their pore skill/knowledge).
What I learned from there is: etiquette is whatever the host decides. It's their lobby that others join and they have the power to revert back to private or to kick at any time.
Bl3 public games seem to suffer from the lack of a lobby browser, lack of Gibbed (more using ingame cheats), the ease of playing with friends even if at different levels and the fact so many people feel entitled these days.
