Does DLC add anything to the base game?

Should I buy the dlc before i play the base game. does it add new weapons and stuff?

Everything from the DLCs is contained inside of them, if that's what you're asking. They do add new loot, but the loot is locked within their respective DLC areas.
EDIT: I forgot to mention they increase the level cap. Maybe that'll change your mind. Maybe it won't.

I think the level cap is increased accross the board for everyone on DLC release. No matter if you have DLC or not, lvl 57 is max lvl, at least that is what I understood.

Yup, this is correct. I didn't buy the season pass until I was already level 57.

New loot. That's it. And yes, you should buy the DLC's, they're really good, especially DLC2. You can buy the DLC whenever you want.
