You can use Phasegrasp to hold enemies in place for a few seconds, and even on higher difficulties, you can use the Phasegrasp variant Ties that Bind to clear out entire rooms of enemies simultaneously and the vast majority of them would be held still while you do it. Just get a Phasezerker class mod for maximum effect. You could run this all the way from level 1 to 57 and then tackle the hardest challenges using it with few changes, honestly.
I strongly recommend a siren if the reason you're playing with controller is due to a motor/mobility issue. Enemies held in place is probably the best you'll get, and she scales super well into Mayhem 10 content.

You may find them equally easy, but that is not everybody. The OP is looking for which one is best for controller. If you find them so close, perhaps you can offer pros and cons to each that could help the OP.
But I agree the answer of "They all are" (best) is not a helpful answer at all. Either one is better than the others, or they each have pros and cons to what might make them the best for the OP.
