Yep, Clay is messy. Quit and reload if you get stuck.

I'm not stuck.
I talk to him in Reliance, he then "glitch teleports" to the waterfall area (I presume he were ment to be there to start with, but since he were in Reliance instead, he's sent to the area he should be.)

Yes I noticed this too, Wainwright says "Meet Clay by the waterfall" so you go there and he isn't there. But if you drive to Reliance he will say hello and then "Follow my lead" and then immediately teleports to the waterfall.

Got the same bug as well. Might be a while for the next fix.

Yeah the bug wasn't there on my first playthroughs back at launch but a month or so after it started happening, so I don't know if an early update caused it.
