these are your problems
Mechanical drive are too slow, and you are limited on ram so the map can't be stored in your ram
Uprade HDD to SSD and if you have money, add 8gb of ram
An SSD will help with load times as well
suppose a better CPU wouldnt be too bad either ryzen 1600s and 2600s can be found quite cheap these days
Nope it does not. Barely touching 10Gigs of my 32 with Badass Preset. Whatever swallows your RAM it is not Borderlands 3...
GPUs don't affect loadings times at all. CPUs do but in that case the CPU should be quite enough to not have such loading times.

OPs problem is 100% harddrive based. Get a better HDD or even better an SSD and you will be fine.

Add a 2nd RAM stick of 8GB. That will give you 16GB. If possible, have it match your other. Verify they are in the best spots in the motherboard per the manual.
When was the last time you defragmented the HDD? Since it is a physical drive, that matters greatly.
When ready, get a SSD. Use the SSD for your OS and anything that requires more performance, like BL3. Keep the HDD as your 2nd drive for long term storage, and to backup key files if you ever have to wipe or replace the boot drive.
What HDD is it? Budget drives have slower RPMs or shorter life span. Could be low spec to begin with or starting to go out.

First time game load (after fresh install) can take inordinately long (the infamous "infinite loading" screen; but it isn't stuck, it merely take very very long time to load, due to renderers etc.; just let it all load till main menu; subsequent game launches will not cause too much load time, though it can still feel longer at loading than even newer AAA games).
You can always minimize the game window immediately after launch, do other tasks, and come back to the game after a few minutes as it would've loaded in the background in the meanwhile.
Adding mods can also add to the game load time. Please remove unnecessary mods, and ensure they are not causing any conflicts or issues.
I think SDK mod adds a crash log, that you can check later if issues persist.
