You can do that already with cheat engine scripts tho.
while i don't mind having save editors, and item editors (memory hacking - the thing right now). the partial solution to your issue is to have all saves stored online in a server run by gearbox, that way people wont be able to edit saves, since the saves aren't stored locally in any way - people will still be able to do memhacks to edit items but if you mess up (esp if you're doing something crazy or reckless with your item stat/part edits) you'll potentially corrupt your online save and have to ask support to fix it (wherein they'll find out you were hacking and well... whatever comes after that in theory)
