I really hope the Mayhem 2.0 update will change this.
It's bad when Legendaries are more common than greens.
Curious though with that much trouble with overloading, what are your PC specs? Wonder where the weakness is.
Variety of even new setups having issue is fair. But always good to check against your exact specs if there is a key component that is a bottleneck by being just a bit too low. Too many times I have seen people expect a lot more performance out of minimum specs, or are trying to run BL3 when something is actually below the minimum.
Don't forget that power supply (PSU) must support your rig, and that RAM should optimize speed for the motherboard and have sticks completely match (brand/model/size/speed) in pairs and in the primary slots if not all are used. A few things that many average users seem to miss.
spec:
Samsung 970 EVO Plus 2TB SSD
AMD Ryzen 9 3900X
G.Skill TridentZ RGB DDR4-3600 C16 QC - 32GB
ASUS ROG Strix X570-E Gaming, S-AM4
Seasonic Prime Ultra Platinum 750
Nvidia 2080Ti

I can`t see what im aiming at and im jumping from 20 to 40 fps.
My initial thoughts on it, though, are these: if the problem is a CPU problem, then filtering will not help ... it's just more CPU load. If the problem is GPU, though, then filtering might help ... might not, also, depending, on whether or not we're transferring a problem from GPU to CPU. Nothing is ever easy in state of the art, which this is.
And then you have budgets.
