Does my friends need DLC for us to play it ?

Hi, I own Season pass and I'm hosting a party of 3.
Does my friend need to own DLCs to for us to play them ?

We were able to start Handsome jackpot quest but now we are stuck when we want to load the map

do not play DLC maps with your friends if they don't have DLC.

There is no "Do not" where there is "You cannot"... at least for PC because on consoles you can do actual sharing

sharing is only meant for family members and not to be abused. Steam has Family Share too, again, only for family members and roommates, don't abuse those systems.
