How can you buy something at the Arsenal?

The arsenal is only available in time of war to recruit mercenaries or send one of your characters.

I think when you have enough fame, not sure if it's imperial or guild fame. But once you've acquire enough fame you can select your main character and make it run to the Arsenal. Then, select the "buy weapon" or something option from your character action bar, and it will show what's for sell depending on your fame. Now if you don't have any fame, then you can't buy anything or maybe the option isn't even there.

I dont have enought fame to buy something (it isnt war right now) but could i buy something if there is war?
