16GB of ram... Not enough for this game...

I have 16GB of ram on the current rig I use for gaming, but this game sometimes will suddenly freeze in perk or equipment related screen, then when I open up task manager, it will show 95% ram usage by just the game...
Is this normal or I need bloody 160TB of ram to play this game?

I only have 4 Gb RAM and no freeze, so the amount of RAM is not the issue (with settings at high).
