I wouldn't call it open world. You're forced to move from node to node on a randomized map, and each node is roughly a 10km^3 sphere that you roam around in to fight and gather resources.

There is a story to complete and a finite number of most quests, but there are a couple of repeatable quests you can do. Even after the story, you can continue to do runs as much as you like.

So here is how the game works:
You start out in a sector being chased. As you progress, you have some time to explore the galaxy nodes you enter. At the same time you progress by mining and finding not just resources but other goodies. Hopefully warping before they get to you, (don't worry if they do, your first few runs it will happen.) (you can make this game more or less challenging in options)

The rouge lite elements are like this:
you progress and you will eventually at some point get destroyed etc. Yet, when you start over what you collected will be added to your overall development. You put points where you want and even get ships to your tastes and eventually customize those ships to your play style.

As you progress the game changes, the nodes change from game to game:
The galaxy enter changes all the time so it is never the same. You will get stronger, and develop a ship to your tastes but you will not be invincible. Eventually depending on how you play you will eventually beat the story line but it does not exactly end. As you can still do runs as much as you like.

IF you don't like Rouge games:
This one is pretty noob friendly. It is a blast if you give it a few tries and don't worry about it. Personally love this game and highly recommend it even for hardcore players as you can rise the challenge for more skill points etc.

recommendation:
I can give is to give yourself at least two runs to learn the mechanics. You will have tense moments but that is part of the excitement.
