Can i enter khorinis city hall without joining the militia?

Just go inside and let the guards beat you. You can hide your gold somewhere before attempting, so they won't take it.

Why do you force it right now? This quest doesnt fail if you it later. There is no reason to do it before you join a faction. Why do think that chalice is in that building?

Having said that you also try not being seen then no one will kill you.

Try transforming into sheep otherwise just cheat or join faction.
if u dont want to start chapter 2 dont talk to lord Hagen about proof.
