I'm going to get a Two-handed Beliar at the first level, should I improve it at the monolith, before the main character reaches level 11, if the weapon does not receive any reinforcements before this indicator, but takes 5 health points? Do I understand correctly that it is better not to upgrade weapons to level 11, and then do it immediately?

You should. At hero's level 1-10 Claw will be upgrated to level 1 with 12% chance of lightning strike, and next will be like this:
11 - level 2, 14%
12 - level 3, 16%
13 - level 4, 18%
...
47 - level 20, 50%
