you can try to spawn him using proper cheat and then deactivate marvin for normal game experience
How do you know he never spawned? At which place do you look for him?
And do you use the DX11 renderer. In same very rare cases using an old version of the renderer it can make NPCs and monsters disappear.
This happened with the outdated renderer - the clockwork edition. Until now there are no reports of this happening with the new renderer (yet another renderer).
There are other problems unsolved like abysmal saving and loading times and the heavy fog when its raining but missing NPCs happens afaik only with the old renderer.
