Joining Thieves Guild - Nagur won't give me the quest because I'm in the monastery

I completed Rengaru quest long ago, if I remember correctly I didn't turn him in. I didn't turn in Halvor either. Now I try to talk to Nagur but he won't give me his quest because I'm a fire magician. Thieves Guild quest is still not in the "Failed quests" section so I suppose I should still be able to somehow complete it, but how?

It's neither in running section (since non-existent at all). And because of Nagur you can't join them as militia, novice, paladin or mage, UNLESS you turn in Rengaru and Halvor. It will open the new way.

Go to Kardiff's pub in Khorinis and get an info from him about Baltram, after completing the Baltram Package quest you will be invited by Kardiff to thieves guild

He tells me nothing about Baltram, just about where can I improve my skills and buy maps

Turn them in and you will be able to join the guild.

How do I turn them in? Speaking with Andre gives no option to do that

You can only turn them in, when their quests are still active. And you should have one Nagur's quest prior joining the mages, now you no longer can do that quest.
