Weapons dealer mission bugged

I need help,
I think my game is bugged, i cant finish the mission 'bandits weapons dealer', first cause this mission has not appeared on my list, i talked to vatras at the beggining but seems to be he dindt gave me that mission the first time idk why... Now i have the ring, the paper and the F sword, and the guilty merchant has confessed, but neither Vatras nor Martin tell me anything about.
I have to say... I entered in Khorinis by the harbour, talking to Lares he told me about Martin and i did his mission, discover who is robbing his ♥♥♥♥ at night, then he gave me the paper for Andre, but i havent used it yet. I say all of this because I think the problem can come through this, talking to Martin before than to Vatras but idk.

Err to trigger the quest first you have to talk to Vatras and ask him to let you join the Ring of Water. When you do that he will give you the quest to find the missing people. Then you can talk to him again and ask him about the Ring of Water and he will tell you what they do in general and the hero will ask him what that means in more concrete terms. Then Vatras will tell you about the guy supplying the Bandits with weapons and send you to Martin for more information. And after you talk to Martin it's straightforward.
Perhaps you didn't activate the quest properly with Vatras. Trying doing that and see if it works. Maybe it won't work now that you've sent Fernando to jail, so idk.
